Congressional Research Service (CRS) Reports are well-researched, in-depth, non-partisan reports prepared for Members of Congress and congressional committees. CRS experts approach complex topics from a variety of perspectives and provide insightful and comprehensive analysis.
CRS does not make their reports directly available to the public. Many of them, however, can be accessed using the resources listed below. Another approach is to do an internet search for them using the search engine of your choice.
Lexis provides a selection of Congressional Research Service Reports. (in the main search box, type CRS, and select Congressional Research Service Reports from the drop down menu). Selective coverage begins in 1996 with increasingly more Reports available for current years.
HeinOnline CRS Reports go back selectively to the 1970's, with more reports included from 1994 to date.

The Federation of American Scientists collection of Congressional Research Reports provides current, regularly updated public access to as many non-confidential as possible, as a public service.
EveryCRSReport includes more than 8,500 CRS reports; those that are available on Congress's internal website.
CRSReports.com contains CRS Reports from the mid - 1990's up through part of 2016.
